This is where alignment of projects to the strategic plan becomes important.  If the project does not have strategic context it will be challenging for the project to successfully execute and deliver the desired business outcomes.

This is where stakeholder management becomes critical.

For the project to be successful it will need to sell the project to the business stakeholders, manage their expectations, and obtain commitment of business resource and business decision making in support of the project.

This is more easily done where the project is strongly linked or aligned to the strategic plan.
